The research field of “Legal History of the European Union” at the Max Planck Institute for European Legal History held its third annual conference on 18 and 19 June 2019. This year, the conference focused on “the contribution of the legal services of the European Institutions to European Union Law”. The event brought together scholars specialized in the study of history of EU law from different academic disciplines as well as former and current officials of the legal services of the European institutions.

The conference provided an opportunity to analyze in depth the contribution of the legal services of the Council of Ministers, the European Parliament and the European Commission to European law. The various contributions to the conference specifically studied the role of former members of the legal services like Michel Gaudet, Claus-Dieter Ehlermann, Jean-Louis Dewost, and Wilma Viscardini Donà in the building of Community and EU law, the relations between these legal services with national and international legal institutions such as the French Conseil d’Etat or the UN International Law Commission but also their role in the development of Community and EU law. These contributions made it possible to highlight the difference of organization of the different legal services and showed that its members paved the way for Community and European Law in close interaction with the European Court of Justice.

The conference also provided an opportunity to take stock of the current situation regarding the historiographical assessment on the topic of the history of the legal services of the European institutions and the state of their archives.

Designed as a first brainstorming conference on the subject, this event contributed to the current research on the role of the European institutions in the building of Community and EU law. It created new research perspectives for the scholars working on the history of EU law.
